Requirements for elevator inspections and alternate moving devices (escalators, dumbwaiters, moving walks, material lifts with automatic transfer devices, wheelchair lifts, and stairway chairlifts and dumbwaiters with automatic transfer device) are governed by four levels of codes and standards: federal, state, county and municipal. The type of elevator you have as well as the type of property you own and your state, county, and municipality, or jurisdiction, determine the frequency and extent of inspection requirements.
ASME A17.1 is often modified by state, county and municipal codes and then most often referred to as the "referenced standard for elevators as modified.” New York State has adopted The American Society of Mechanical Engineers (ASME) Safety Code for Elevators and Escalators 2000 edition as the official standard used by all jurisdictions in New York State relative to elevator code enforcement. The frequency of periodic inspections and tests are governed by the Section 8.11.1.3 of ASME A17.1 states that the frequency of periodic inspections and tests shall be established by the AHJ, or Authority Having Jurisdiction.
